Walk or jump to reverse the order

Balls 1 to 6 are placed in the slots as shown in the upper figure. You need to rearrange all balls in the reverse order as shown in the lower figure. The rule is to take a ball either to walk or to jump to the empty slot. WALK means to move to the empty slot and JUMP means to jump over one one and only one ball to the empty slot. How many steps do you need? The puzzle monster can do it by 21 steps.
